    In any work set before 1985 this is likely to be accurate. Most states had laws on the books called “fleeing felon laws”, which specifically authorized law enforcement to shoot fleeing suspects in the back if they were suspected of a felony. SCOTUS deems that practice unconstitutional in 1985 (with some exceptions).
