It’s legal because the people who decide on what is and isn’t legal decided it’s legal. That’s it. There is no moral high ground, no social norm to defend this from. It’s morally wrong but the law isn’t about morality, it’s about power. Maybe the law should be more moral and less powerful but we don’t live in that world yet.
