I thought the whole thing with the algae started when they switched from using clean drinking water to pulling water from a drainage pond to save money. As I remember it, there was always fertilizer in that water because of upstream polluters, so we’d have to either stop them from polluting, or filter the water to clean it up to a suitable standard to prevent algae growth.
$15 million isn’t a lot to steal, and there was massive potential for an unironic “This was Obama’s fault” if he just switched back to (expensive) drinking water, filtered/sanitized the pool, and called it a day. The incompetence is staggering.
