I think of it more for average people who might generally dislike congress but often like their own representatives they voted for. Congress does have famously low favorability, but congress also has extremely high rates of re-electing incumbents. I think plenty of people don’t consider the politicians they like are still part of the problem

personally I like to take the approach of meeting people where they’re at, rather than assuming they understand things that seem obvious to me. But to each their own
