None of those exist or, as far I am aware, are being proposed for computers though? Yes there are some restrictions being brought in to block access to some content on the web (DRM, ID and age gating) which are shit, but I’ve heard nothing about using any of that to block access to general computing.
As much as people love doom mongering about big-tech coming for your PC, I just dont see it. There’s a temporary price spike in some components atm yes, but that will end when the AI bubble pops. Further than that I just dont see what people think is going to happen, outlawing linux? Banning the import of PC components? How would you feel about a potential future government banning anything about trans/gay people because it (according to them) has proven harm against children? You don’t really want to be running them on a laptop. You either need a big dedicate graphics card (with 16 GB of RAM preferably) or a unified RAM/VRAM machine like a mac mini or a strix halo.
Local model running is definitely more doable now that it was a year ago but its not yet at the level of throw it on anything and it’ll work fine.

You cant just “fund a startup trying to make ram”. Chip fabrication is probably the most difficult and capital intensive production process there is. What manufacturing more ram looks like is investing tens of billions of real money (not the you give us stock we let you use our GPU deals the AI companies have been doing) and then waiting 5-10 years before the fab you funded starts to make chips, and hope prices are still high by then.
That’s why the existing manufactures are slow to scale up, they arent sure that the current spike in demand will still be there by the time their scaling up increases production.
If they spent real money (not paper passing around deals between companies) over a decade and had tens of thousands of scientists and engineers and institutional knowledge and partnerships with academia in order to do it properly, yes they could.
But we both know they don’t have any of those things, so no practically they couldn’t.
