My church hosts events each year where we have to run background checks on all the volunteers. Two years ago, a man who passed the background check was caught fondling an at risk person. HOW COULD THIS BE? He wasn’t a sex offender!?!?!?! My point is, all these checks and registries only tell us who got caught, not who hasn’t.
