I am not sure how representative those surveys are. In the first term, Trump’s approval rating was between 34% and 49% over the span of 4 years. As comparison, Biden’s was between 36% and 57%. So technically higher.
And yet here we are, with Trump serving a second term. This is why I don’t think those surveys are telling the whole story.

Indeed it’s hard to count the “he sucks, but less than the other guy” crowd.
Of course it’s hard to call them supporters.
